Ghana’s Auditor General – Johnson Akuamoah Aseidu has ordered 35 contractors and some other individuals to refund $7.9 million (approximately, GHS94.6 million) to the state, over unaccounted mobilization payments under the Agenda 111 hospital projects. He said this during an interview with Daily Graphic on 14th January, 2026, and stated that the special audit revealed underperformance of these contractors, where in some cases, they did NO WORK, despite the substantial payments issued to them.

According to the Auditor General, reports indicated that contractors received a standard 10 percent of contract sum as mobilization, which were intended to fund preparatory works of the Agenda 111 hospital projects, but delivered little to nothing after the findings. Therefore, he added that “after 14 days, if they fail to show cause, the money allocated to them, becomes a debt due and owing to the state.
Mr. Akuamoah further stressed that, the amount which was paid to these contractors as mobilization fees to execute Agenda 111 hospital projects were on 19 sites. Out of which, $11.16 million were paid to contractors, but only $5.96 million work was executed. Also, the additional $4.35 million which was paid to 11 companies, only $2.49 million of inception work was executed, leaving $1.92 million of work uncompleted even before the termination of their contracts. Again, these contractors who received various mobilization sums paid between December 2021 and December 2024, failed to move to the sites to undertake their work, whilst others also executed but less than the 10 percent value payments allocated.
The findings then compelled the Auditor General, to invoke his constitutional powers to surcharge all these 35 contractors and individuals to recover the full payments. The following includes some companies and various locations that needed the construction to be undertaken but zero work done:
- Imperial Homes, Grand Unique Company Limited and Terraefuoco Limited were paid $1.01 million, $81,074.40 and $130,910.19 respectively to execute their work at Adeiso, but did nothing.
- Casa City Limited and Dynamic Access Limited received various sums to build a hospital at Agbogbloshie, but also did nothing.
- 4G Building Technologies Limited were also ordered to refund $1.07 million for doing 2% out of the $1.34 million mobilization amount given to them.
- Hallwort Ghana Limited was also paid $67,772.60 to build a hospital at Adabokrom whilst Dominion Covenant Company Limited also received $129,866.30 to build a hospital at Akrofuom, but both executed nothing including Aarun-bis Company Limited who was also expected to execute a project at Bunkpurugu, but carried out no work.
- Mendanha and Sousa were also given $960,937.69 to build a hospital at Mankranso but only carried out less than 10% of the value of the work, leaving $375,702.30 to be refunded.
- TK Waters Limited also executed $571112.89 out of the $1.10 million mobilization fee for Nangodi Hospital, leaving $530513.11 to be refunded.
- Similarly, other companies that also did no work even after receiving the mobilization fees include – Josano Limited, Asvas Company Limited, Ghire Limited, Concord Consult Limited, Delovely Company Limited, Osini Group Limited and Noble Gen Limited and many others.
Thus, the findings led the Auditor General – Johnson Akuamaoh Aseidu to use its constitutional mandate to call for reversal of these monies from the contractors back to the state.
